Simply ask if they are willing to send it to Norway.

Trying it will only cost you the shipping costs.

+/- 24V is a bit too much (48V) for the headline and a normal LM317 won't survive that voltage.
Perhaps they only use one half of that power supply.

Converting the Headline to +/- operation is a bit tricky and requires cutting traces and changing the whole circuit.
